Hi I got this issues, the dragon has this horizontals marks, but in the third photo I printed a hollow cylinder with 2 perimeter. Any advice?

make sure nothing is wobbling on the machine. for example you can check the following: 1. pulleys should be tightly screwed on the motor shaft 2. make sure the belts has some tension 3. check all the steel ball joints, make sure they're tightly screwed. 4. make sure the hotend is also not wobbling 5. make sure the vertical carriage is fixed on the linear rail

Did it usually occur near the start of each layer? If so, you can check your PTFE first. I had encountered a similar situation when my PTFE inside the hot end was burned and shrunk. The flow just became unstable between each extrusion and extraction and could burst at random.
